So far, I researched on 'anonymous' and some problems caused by it. Anonymous people can do anything they want because there is few risk of identifying them without real name. Therefore today, some people try to protest or fight for something anonymously, such as 'We are legion' or 'Anonymous China'. Through these researches, one issue was emerged ; freedom of speech.
'Freedom of speech' is defined as the right of people to express their opinions publicly without governmental interference, subject to the laws against libel, incitement to violence or rebellion, etc (dictionary.com). Considering this definition, surely Chinese people don't have freedom of speech because the government restrict and inspect the people's behavior on the net.
How about other countries? As far as I know, almost all countries don't restrict using the internet, but there are some regulation such as need for the host's permission to post. It is seen at particular website and the host of the site has a right to show other people's opinion. If someone tries to criticize or insult the host, he/she can decide to erase the post or not, or even can report to police. Even though there is somewhat limitation, we can post anything. That is why some crimes are occurred like cyber-staking, net-bullying and even murders. Then, we must think of the solution ; How can we prevent from such crimes on the net? Should we regulate freedom of speech? The answer is not sure.

Worldwide web is around us everyday. Actually it is not the internet which is just connecting with each PC to share information. Worldwide web is something like renting the one part of the internet. It has unique language, called computer language to make images or words on the website. There are some companies such as internet service companies, hosting companies or other service agents connecting with web, and we have to pay some money for them to access the internet or something, but it doesn't mean they are the host of internet, but they are just one company to offer internet service. Web is everyone's. Nobody can occupy it. Such web affects our society and lives deeply because we can use it anywhere and anytime.

In fact, this video is not about 'anonymous' or 'freedom of speech', but It helps us understand how important the net is today, how deep website is related to our lives or the net is worldwide and shared with everyone. However, there is one discussion question on the page of 'discussion' :
Where is the balance between reasonable regulation and restricting our right to have an open and free Web?
This is one of the difficult questions because there is no accurate answer here and nobody know what is the best. As stated above, everyone has a right to express anything they want, so it is natural and important to protect the right. At the same time, however, it is also necessary to protect other people's right. It means nobody has a right to torture other people by saying something bad and abuse public welfare . The balance between our own right and other people's right is hard to keep.
Net-bullying, cyber-stalking or other kinds of crimes are caused by 'freedom of speech' to some extent because they just tried to say something they want to tell to others regardless it is uncomfortable words. As for net-bullying, of course the words toward victims are terrible and unforgivable, but it might be able to be defended by 'freedom of speech'. It is unreasonable. It is easy to restrict freedom, but if we do so, people will not agree with the decision definitely.
The important thing is protect both rights. There is no hope to stop such crimes because we cannot restrict any more. As the video said, web is worldwide and deeply connects with our lives, so it cannot be helped now. One solution, personally, is reduce anonymous site and educate people. Anonymous is convenient but it might make crimes, so not restrict but reduce the number of it. As for educating people, it is very primary step, but still sufficient. Especially children who will use the net from now on more and more have to know proper use of it, and prevent from crimes. Not only kids but also adults should notice how awful cyber-crimes are and enjoy the internet properly.
